Gong Wen: "No matter how small, it's about people's livelihood"

Through technological innovation, system innovation, and honest management, after more than ten years of hard work, he transformed a township enterprise on the verge of bankruptcy into a group company integrating non-ferrous metal trading, agricultural and forestry technology, and machinery manufacturing. The company's annual output value is nearly 500 million yuan, and its annual tax revenue is more than 8 million yuan. It has created numerous jobs, and he himself has won numerous awards. He is Gong Wen, a member of the Standing Committee of the 17th People's Congress of Xinhua County and general manager of Hunan Huaxing Group.

　　Gong Wen once served as a representative of the 16th People's Congress of Xinhua County. In 2017, he was elected as a representative of the 17th People's Congress of the county with a unanimous vote. "Making suggestions to the government and working for the welfare of the people are the main responsibilities of a people's congress representative. The development of the company is unlimited, but the term of office of a people's congress representative is limited." Gong Wen attaches great importance to his identity as a people's congress representative and actively performs his duties. When others advised him to focus more on the development of the company, he responded in this way. There are many rural roads in Xinhua County, and motorcycles are the main means of transportation on rural roads. Due to the complex road conditions and the lack of safety awareness among drivers, traffic accidents occur from time to time. After conducting investigations in several townships, Gong Wen believed that legislation on the safe driving of motorcycles in rural areas is imperative. He submitted a proposal on accelerating the legislation on safe driving of motorcycles on rural roads. The Standing Committee of the County People's Congress attached great importance to this and actively coordinated with the national people's congress representatives to bring the proposal to the Standing Committee of the National People's Congress through national people's congress representatives. Gong Wen also combined the characteristics of his own enterprise and the development trend of the industry, went deep into the enterprises in Xikuangshan, the world's antimony capital, to understand the actual situation in detail, and went to Chenzhou to learn advanced experience. He conducted data analysis on the construction of the antimony product trading platform and participated in the completion of the research report on the thinking and countermeasures for the construction of the antimony product trading platform, contributing suggestions and advice on the rational development and utilization of resources, environmental protection, stable tax revenue, increased employment, orderly development of the industry, and the revitalization of the antimony capital industry.

　　As a member of the Standing Committee of the County People's Congress, Gong Wen closely focuses on the central work of the County Committee, conducting in-depth investigations on key tasks such as poverty alleviation, urban and rural planning, resolving large classes in urban areas, state-owned asset supervision, and cracking down on evil, actively participating in representative inspections and special inquiries, and improving the effectiveness of supervision. He also supervised the "One-Stop Service" and promoted the development of "Internet + Government Services". 　　Ziyu Village in Zhenshang Town is located in the northwest of Xinhua County, nearly 70 kilometers away from the county seat, bordering Anhua County. Due to inconvenient transportation and information blockade, there are many registered poor households. Gong Wen actively participated in the poverty alleviation efforts in Ziyu Village. Starting from actively learning relevant policies and conducting investigations and studies, after discussing with the village's Party branch and village committee, he determined the poverty alleviation approach of road and bridge construction, supporting going out to work, and developing industries. Gong Wen funded the construction of a 5-kilometer village cement road, a bridge, and a rural safe drinking water project. He also encouraged villagers to develop agricultural industries, vigorously developing planting and animal husbandry, providing them with seedlings free of charge, and helping them open up sales channels. At the same time, he arranged the labor force of poor households to work in the group's factories, enabling the people in difficulty to achieve employment and poverty alleviation.

　　In response to the central government's call for the Rural Revitalization Strategy and to improve the overall image of the village, in 2018, Gong Wen invested nearly 300,000 yuan to build a village gate for Ziyu Village, upgraded the village's appearance, and installed solar streetlights. Now, the number of tourists visiting the village is increasing day by day, and Ziyu Village has taken the lead in achieving poverty alleviation.

　　In October 2018, at the 120th anniversary celebration of Xinhua County No. 1 Middle School, Gong Wen pledged to donate 1 million yuan to Xinhua County No. 1 Middle School. This is just a glimpse of his years of attention to education. For 10 years, he has annually sponsored 10 students from poor families to complete their high school education, regularly understanding their learning situation, helping to solve their family and living difficulties; and holding seminars for students who have been admitted to universities, giving them encouragement, providing scholarships, and providing financial assistance until they graduate from university. Under his care, more than 30 college students have received financial assistance. In 2017, Fang Lanzhu, a student from Zhenshang Town sponsored by him, was admitted to Tsinghua University with excellent results in the college entrance examination, which became a good story for a while.

Gong Wen established the Huaxing Love Fund, accumulating more than 5 million yuan in support of people's livelihood projects. "Persisting in seeking advice from the people, understanding the needs of the people, discovering problems on the front line, resolving contradictions at the grassroots level, and building a bridge of communication between the government and the people are what we grassroots people's congress representatives should do."
